Course administrators need to prepare certificates from verified completion evidence without confusing enrolment with achievement.
People and information
The course owner approves requirements for the specific course version. Administrators connect enrolment identities, cohort rosters, attendance or assessment results and the certificate register, using only the records required for the task.
How the workflow could work
Validate the learner record, check evidence against the course requirements and prepare eligible cases for review. Route missing or conflicting evidence to the responsible administrator. The authorized owner approves issue; record the certificate reference and the evidence supporting it.
Ownership and exceptions
A duplicate identity is reviewed before combining records. A missing result remains incomplete, and a disputed result goes to the academic or training owner. Corrections to an issued certificate retain a link to the previous record so reissue cannot create unexplained duplicates.
A useful first evaluation
Reconstruct certification for one completed cohort. Include an identity correction, a missing assessment and an approved reissue. Compare the prepared list with the authorized register. The output is a completion checklist and an exception queue that the administrator can resolve without guessing.
Define the baseline
Baseline preparation minutes per approved certificate, learners with incomplete evidence divided by learners due for review, and corrections after issue. Separate time waiting for an assessment decision from administrative handling. Evaluate the same course requirements and include review effort before judging usefulness.
